LEAP Eligibility Guide

How LEAP eligibility works

Eligibility for LEAP is not based on a single rule. It is assessed by looking at a household’s overall circumstances, to ensure support is provided where it is most needed and appropriate.


Different types of support — such as energy advice, appliance support, or boiler and heating assistance — can have different eligibility requirements.


Final eligibility is always confirmed through a LEAP eligibility call, as criteria and available support can vary.

General energy advice eligibility

LEAP energy advice is generally available to households who may be struggling with energy costs, cold homes, or related wellbeing issues.


This often includes households who:


  • Receive means-tested or disability-related benefits, such as Universal Credit, Pension Credit, or other income-related or disability benefits


  • Or have a total annual household income below £31,000


Eligibility is considered on a case-by-case basis, and not all factors need to apply.

Appliance support eligibility

Appliance support is considered where a lack of essential appliances is affecting a household’s ability to live safely, affordably, or comfortably.


This type of support is usually explored where:


  • A household does not have safe or working essential appliances


  • The issue is contributing to high energy costs, health concerns, or safety risks


Eligibility is typically linked to receipt of means-tested benefits or low household income.


Appliance support is not guaranteed and depends on individual circumstances and availability at the time.

Boiler and heating support eligibility

Boiler or heating support is more limited and is usually considered where:


  • A household has no heating or no hot water, or a serious heating fault


  • There is financial vulnerability, such as low income or receipt of benefits


  • There is a health or vulnerability factor, such as older age, young children, disability, or long-term health conditions that may be worsened by a cold home


Additional checks are required, and not all households meeting these factors will qualify.

What happens next

If someone appears likely to meet eligibility guidance, a referral can be made to LEAP.


Eligibility is then confirmed through a dedicated LEAP eligibility call, where full details are reviewed and the most appropriate support options are identified.
